     Your Committee on Economic Development and Taxation, to which was referred Governor's Message No. 605, submitting for study and consideration the nomination of:

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds David Stanley De Luz, Jr., to have the necessary qualifications to be nominated to the Small Business Regulatory Review Board.

 

     Your Committee received testimony in support of David Stanley De Luz, Jr., from the Department of Business, Economic Development, and Tourism, the Chairperson of the Small Business Regulatory Review Board, the State Senator from the 1st District, the CEO of the Economic Development Alliance of Hawaii, the President of the Hawaii Island Chamber of Commerce, and eleven individuals.

 

     David Stanley De Luz, Jr., is Vice President, Special Projects, with David S. De Luz, Sr., Big Island Toyota/Suzuki/Scion, a position he has held since 1986.  He is a graduate of Creighton University, Omaha, Nebraska, and the National Automobile Dealer's Academy in McLean, Virginia.  Mr. De Luz is active in a broad range of professional and community organizations, including the Hawaii Island Chamber of Commerce, the Hawaii Leeward Planning Conference, the Hawaii Automobile Dealers Association, the Rotary Club of Hilo Bay, Boy Scouts of America, Lyman Museum, among others.  He is the third generation to be involved in his family's business enterprises, which currently operate eight entities.  Mr. De Luz brings twenty-five years of small business experience to the Board and will serve as a representative from the County of Hawaii.

 

     As affirmed by the record of votes of the members of your Committee on Economic Development and Taxation that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
