Madam:

 

     Your Committee on Ways and Means, to which was referred H.B. No. 2506, H.D. 2, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO REORGANIZATION OF STATE AGENCIES,"

 

begs leave to report as follows:

 

The purpose of this measure is to ensure the advancement of the State's long-term energy strategy by requiring the Legislative Reference Bureau to conduct a study to identify and evaluate options for the most efficient use of state resources that are integral to achieving the State's energy objectives.

 

     Specifically, this measure directs the Legislative Reference Bureau to conduct a study that:

 

     (1)  Identifies the statutory responsibilities of state agencies that are integral to successfully achieving state energy objectives;

 

     (2)  Identifies any duplication or deficiency in these state agencies' responsibilities relating to state energy objectives;

 

     (3)  Researches how other states address similar deficiencies in the administration of their energy policies; and

 

     (4)  Makes recommendations regarding how the state agencies can be reorganized to advance the long‑term energy strategy.

 

     Testimony opposed to this measure was submitted by the Department of Business, Economic Development, and Tourism.

 

     Your Committee finds that this measure would enable the most effective and efficient use of state resources to successfully achieve the State's long term energy goals.  Your Committee further finds that it is important that the research and analysis required by this measure be undertaken in a timely manner.

 

Accordingly, your Committee has amended this bill by exempting any contract issued under this measure from the public procurement code.  Your Committee has also made a few technical nonsubstantive changes.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2506, H.D. 2, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 2506, H.D. 2, S.D. 2.
