Madam:

 

     Your Committee on Ways and Means, to which was referred H.B. No. 2511, H.D. 1, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO RENTAL ASSISTANCE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to provide qualified rental assistance applicants under the rental assistance program up to one hundred eighty days to find a qualified rental unit.

 

     Your Committee received testimony opposed to this measure from the Hawaii Public Housing Authority.

 

     Your Committee believes that this measure may ease the burden and stress on persons in the rental assistance program by providing those who qualify for rental assistance with more time to find a qualified rental unit.

 

     Your Committee has amended this measure by changing the effective date to July 1, 2050, to encourage further discussion on this issue.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2511, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 2511, H.D. 1, S.D. 2.
