Madam:

 

     Your Committee on Judiciary and Labor, to which was referred H.B. No. 3249, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to prohibit parking of motor vehicles on bicycle lanes or bicycle paths, and to establish a fine of up to $500 per violation.

 

     Your Committee received testimony in support of this measure from the Department of Transportation.

 

     Your Committee finds that bikeways throughout the State are often located adjacent to heavily traveled roads and highways, and when bikeways are blocked by parked cars, safety for both bicyclists and drivers is compromised.  This measure would improve traffic safety by ensuring that bikeways remain clear of parked vehicles.

 

     Your Committee has amended this measure by changing the effective date to July 1, 2050.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary and Labor that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 3249, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 3249, H.D. 1, S.D. 1.
