Madam:

 

     Your Committee on Judiciary and Labor, to which was referred H.C.R. No. 231, H.D. 1, entitled:

 

"HOUSE CONCURRENT RESOLUTION REQUESTING THE LEGISLATIVE REFERENCE BUREAU TO STUDY THE COST OF CONVENING A CONSTITUTIONAL CONVENTION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Legislative Reference Bureau to study the costs of convening a Constitutional Convention and provide an estimate of the projected total cost, as well as to consider other specified logistics in the study.

 

     Pursuant to article XVII, section 2, of the Constitution of the State of Hawaii, at least once every ten years, the electorate at any general or special election must vote to determine whether to convene a constitutional convention to propose a revision of or amendments to the State Constitution.  The electorate will vote at the November 4, 2008, general election on whether to convene a constitutional convention to propose a revision of or amendments to the State Constitution.

 

     Article XVII, section 2 also requires the Legislature to provide for the necessary facilities and equipment for the Constitutional Convention.  The Legislature is also responsible for providing for the payment of staff.  This measure enables the Legislature to ascertain an appropriation amount.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary and Labor that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 231, H.D. 1, and recommends its adoption.
