Madam President:
Your Committee on Judiciary and Labor, to which was referred S.B. No. 1281 entitled:
"A BILL FOR AN ACT RELATING TO STATE OFFICERS AND EMPLOYEES EXCLUDED FROM COLLECTIVE BARGAINING AND MAKING APPROPRIATIONS AND OTHER ADJUSTMENTS,"
begs leave to report as follows:
The purpose of this measure is to appropriate funds for salary increases and make other cost adjustments for state officers and employees who are excluded from collective bargaining.
Your Committee received testimony from the Hawaii State Ethics Commission, HGEA, the Legislative Reference Bureau and the Office of the Ombudsman State of Hawaii in support of this bill.
As affirmed by the record of votes of the members of your Committee on Judiciary and Labor that is attached to this report, your Committee is in accord with the intent and purpose of S.B.
No. 1281 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
