MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR THE ADULT MENTAL HEALTH DIVISION.

To authorize an emergency appropriation for fiscal year 2007-2008 of $10,000,000 from general funds to the Department of Health (DOH), for the Adult Mental Health Division (AMHD).

Awards a grant to St. Francis Healthcare System to support the modified home care and community health demonstration project; requires $1,000,000 in matching funds.  Effective 7/1/08.

RELATING TO PRESCRIPTION DRUG COST CONTAINMENT AND AFFORDABLE ACCESS.

Requires the director of human services to establish a pharmacy best practices and cost control program including medicaid and other state public assistance health benefits plans, in which any public and private health plan may participate.  Includes a prescription drug preferred list and prior authorization review process.  Requires drug manufacturers to disclose economic benefits of $25 or more provided to persons who prescribe, dispense, or purchase prescription drugs.

Improves access to psychotropic medication for all participants in medicaid medical plans.
