A BILL FOR AN ACT


 

 

RELATING TO the budget.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 37, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§37-     Reporting requirements.  (a)  Whenever the governor or the director of finance effects a restriction pursuant to this chapter of any expenditure of any appropriation authorized by the legislature, the governor or the director of finance shall report each restriction to the legislature not later than thirty days after the end of each quarterly allotment period.

     (b)  The report shall contain, but not be limited to, at least the following information:

     (1)  The name of the department affected;

     (2)  The specific program ID affected;

     (3)  The reason for the restriction; and

     (4)  The impact of the restriction on the particular program.

     (c)  Failure by the governor or the director of finance to submit the report required under this section of any particular restriction shall result in the immediate release of funds for the affected appropriation."

     SECTION 2.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect upon its approval.
