HOUSE RESOLUTION

 

 

requesting the department of land and natural resources' NA ALA HELE PROGRAM to designatE the pi‘ilani trail as an important hawaiian COASTAL cultural heritage corridor.

 

 

 


     WHEREAS, walking trails are an important part of Hawaii's natural resources, providing historic, recreational, and scenic value; and

 

     WHEREAS, stretching one hundred thirty-eight miles, the Alaloa trail on the island of Maui, also known as the King's Highway, is an ancient trail that encircled the island and connected villages and heiau scattered along the coastline; and

 

     WHEREAS, King Pi‘ilani, a fourteenth century chief of east Maui and Hana districts, began the construction of the Alaloa trail, which was completed by his son; and

 

     WHEREAS, the Alaloa trail, also known as the Pi‘ilani trail, is a culturally significant heritage corridor and is the only ancient highway to encircle the coastline of any of the Hawaiian islands; and

 

     WHEREAS, recent efforts by the Hoaloha Aina in south Maui and Kapalua Resort in west Maui to restore this trail, and the efforts by Edna Farden Bekeart and the Patsy Mink Heritage Park to preserve the corridor need to be coordinated; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, that the Na Ala Hele program, under the Department of Land an Natural Resources, is requested to designate all public lands from Kaupo to Kapalua, along the Pi‘ilani trail, as an important Hawaiian coastal cultural heritage corridor; and

 

     BE IT FURTHER RESOLVED that the Na Ala Hele program is requested to coordinate a volunteer effort in conjunction with the Maui Coastal Land Trust and Tri-Isle Resource Conservation and Development Council that may include:

 

     (1)  An inventory of current mapping and a compilation of completed studies;

 

     (2)  Incorporating current public and private partnerships, including Hoaloha Aina and Maui Land and Pine;

 

     (3)  The opportunities of opening more of the trail for public use, including obtaining input from private landowners adjacent to the trail; and

 

     (4)  A general cost assessment to repair, acquire, and maintain the trail for public use and designate it as a national historic trail; and

 

     BE IT FURTHER RESOLVED that the Na Ala Hele program is requested to submit a written report to the Legislature on its findings and recommendations twenty days prior to the convening of the 2010 Regular Session; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, the Administrator of the Na Ala Hele program, the Mayor of Maui County, the Chairperson of the Maui County Council, the President of Maui Land and Pineapple, the Chairperson of the Board of Directors of the Tri-Isle Resource Conservation and Development Council, Chairperson of the Board of Directors of the Maui Coastal Land Trust, and the Founder of Hoaloha Aina.
