A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE fifteenth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $50,405,077, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2008‑2009, for the purpose of capital improvement projects for the fifteenth senatorial district, as follows:
1. Aiea elementary school
A. Design and construction of a covered walkway connecting Building C and the cafeteria to the rest of campus. $200,000
2. Aliamanu elementary school
A. Plan, design, and construction of administration building for clerical, administrative, and support staff. $6,000,000
B. Plan, design, and construction of school media-library center. $7,500,000
3. Aliamanu middle school
A. Install three split-system air conditioning units in room S-1. $35,000
4. Hickam elementary school
A. Design and install telephone system to facilitate safety and welfare for students. $60,000
B. Install phones and necessary wiring in offices and classrooms. $60,119
5. Makalapa elementary school
A. Design and construction for electrical upgrade for entire campus. $300,000
B. Replace existing playground water sprinkler system. $200,000
C. Design and construction of covered walkways between classrooms and cafeteria. $100,000
6. Moanalua elementary school
A. Plan, design, and construction for eight classrooms to replace existing portable classrooms. $4,000,000
B. Plan, design, and construction to expand library building to accommodate technology center for students. $300,000
C. Construct roofing over existing open walkways. $30,000
D. Resurface basketball court used by school and community. $132,000
7. Moanalua middle school
A. Plan, design, and construct electrical upgrade for Building B/D/E. $450,000
B. Expand air conditioning to D building 2nd floor. $585,000
8. Moanalua high school
A. Plan, design, and renovate (6) science classrooms. $600,000
9. Mokulele elementary school
A. Design and install an upgraded system for electrical capacity for school. $750,000
B. Design and construct an ADA compliant elevator in Building F. $1,000,000
C. Design and construct roofing for walkway from Building F to office. $50,000
10. Nimitz elementary school
A. Design and construction for campus‑wide air conditioning; ground and site improvements, equipment, and appurtenances. $7,223,000
B. Design and construction for a new library building. $7,156,000
11. Pearl Harbor elementary school
A. Design and construction for a new library building; ground and site improvements; equipment and appurtenances. $7,156,000
12. Pearl Harbor Kai elementary school
A. Design and construction for privacy of occupants in student restrooms. Design and construction for ADA compliant student restrooms. Four (4) restrooms in Building B, and four (4) restrooms in Building C. Total of eight (8) restrooms. $159,958
B. Design and construction for drainage improvements on playground/basketball courts. $118,000
C. Design and construction for improvements to Building C classrooms. Six (6) total classrooms. $540,000
13. Radford high school
A. Replace gymnasium floor. $200,000
B. Restoration of campus track. $1,400,000
14. Salt Lake elementary school
A. Design and construction of interior walls for Building F-10 to create four classrooms. $1,000,000
B. Design and construction of interior walls for Building C-1 to create four classrooms. $1,000,000
C. Design and construction of interior walls for Building E-3 to create four classrooms. $1,000,000
D. Design and construction of interior walls for Building E-4 to create four classrooms. $1,000,000
15. Salt Lake waterway
A. Dredging and maintenance. $100,000
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2011, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act; provided that:
(1) The sums appropriated in items 1 through 14 shall be expended by the department of education; and
(2) The sum appropriated in item 15 shall be expended by the department of transportation.
SECTION 4. This Act shall take effect on July 1, 2009.
