Authorizes the Hawaii teacher standards board to coordinate an effort that creates a data interface network to promote the free interchange of information among public and private Hawaii teacher education institutions and the department of education.  Appropriates funds.

Establishes an advisory committee to provide oversight of the Hawaii teacher standards board and provide the governor with lists of nominees for appointment to the board; requires annual report of the advisory committee to the board of education and the legislature; authorizes the board to hire an executive director.

Allows the Department of Education to hire individuals with professional experience and university degrees as exceptional teachers.  Authorizes alternative ways to become licensed, based on performance-based standards and giving credit for prior teaching experience in public schools outside of Hawaii and at accredited private schools, colleges, or universities.

Prohibits movement of junior kindergarten and kindergarten students between tiers, except under certain circumstances.  Prohibits a junior kindergartener from directly graduating to the first grade.  Establishes a separate curriculum for the junior kindergarten program.  Requires the department of education to staff junior kindergartens with qualified preschool teachers and teacher aides.  Appropriates funds for the implementation of a junior kindergarten program with a certain student-teacher ratio.

Directs the department of land and natural resources and Hawaii housing finance and development corporation (HHFDC) to identify public lands within one-half mile of the city's transit corridor and within a one-mile radius of any designated transit station suitable for affordable housing.  Requires governor to set aside the identified public lands for housing development.  Requires the HHFDC to report to legislature.

Authorizes the Hawaii community development authority to process an application for subdivision and consolidation of land for a planned development project with at least twenty per cent of the total number of dwelling units in the project reserved for sale or rental to qualified persons as determined by the authority.

Authorizes the Hawaii housing finance and development corporation to grant funds to affordable housing developers to contract for third-party review and certification to expedite the process and issuance of building permits for an affordable housing project that is part of a transit oriented development; appropriates moneys for the grants.
