RELATING TO ENERGY RESOURCES.

Addresses deficiencies in Hawaii's energy resources coordination statutes.  Provides policy guidance to ensure adequate detail on the nature and relationship of the energy data analysis functions of the state energy resources coordinator and energy program.

RELATING TO ENERGY EFFICIENCY.

Establishes energy-efficiency initiatives necessary for and contributing to the transition of Hawaii's energy sector to non‑petroleum energy sources.  Effective 01/01/90.

Status

RELATING TO TRANSPORTATION ENERGY INITIATIVES.

Establishes the development of non-fossil fuel transportation as a state policy goal.  Requires the designation of parking spaces for electric vehicles and provides penalties for parking a non-electric vehicle in reserved spaces.  Requires state and county agencies to follow a priority list when purchasing energy-efficient vehicles, including electric vehicles.  Includes requirements for developing an electric vehicle infrastructure.  Establishes the Transportation Energy Transformation Grant Fund Program.

RELATING TO RENEWABLE ENERGY PRODUCERS.

Sets terms and conditions for leases of public lands to renewable energy producers, including requiring a public hearing, project completion, design, and financing documentation, and limitations on terminating or altering existing leases of public lands affected.

Status

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Requires the Hawaii community development authority to collaborate with and consider the recommendations of the Kakaako Makai Community Planning Advisory Council in developing, accepting, and implementing plans for the development of Kakaako makai.  Requires continued participation of CPAC in Kakaako makai property transferred to county or state agency.

RELATING TO AGRICULTURE.

Provides for fair compensation, including an automatic lease extension, when leased public land for agricultural or pastoral uses is withdrawn, condemned, or taken for public purposes.  Effective 07/01/20.

RELATING TO BUREAU OF CONVEYANCES.

Transfers fee time share interest from the land court system to the regular system.  Establishes a working group to resolve implementation issues.  Establishes a pilot program to implement electronic recording of fee time share interests.  Allows bureau of conveyances to charge a fee for deregistration of a fee time share interest.

Status

RELATING TO LAND COURT.

Requires the assistant registrar of the land court to provide an image and index of all instruments that contain real property transactions to the county designated as a central clearinghouse under a memorandum of understanding agreement agreed upon by the counties.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
