RELATING TO REAL PROPERTY. Permits the registrar of the bureau of conveyances to accept electronic documents with electronic signatures for recording, to provide electronic documents in response to a request, and to convert existing records to electronic format. (SD1)

RELATING TO THE UNIFORM PRUDENT MANAGEMENT OF INSTITUTIONAL FUNDS ACT. Enacts Uniform Prudent Management of Institutional Funds Act to replace and update existing Uniform Management of Institutional Funds Act. Provides guidance and authority to charitable organizations concerning the management and investment of funds held by those organizations. Provides additional protections for charities and also protects the interests of donors. Modernizes rules governing expenditures from endowment funds. Gives institutions ability to cope more easily with fluctuations in the value of the endowment. Updates provisions governing the release and modification of restrictions on charitable funds to permit more efficient management of these funds. (SD1)

RELATING TO CONTRACTORS. Authorizes the contractors license board to suspend, revoke, or refuse to renew a contractor's license for employing a worker on a public work project who is ineligible under federal law to work in the United States. Effective 7/1/2046. (SD1)

RELATING TO CHAPTER 480, HAWAII REVISED STATUTES. Clarifies antitrust and unfair competition law with regard to who can sue in certain instances, including when having made indirect purchases. (SD1)

RELATING TO METAL. Repeals the July 1, 2009 "sunset" date in Act 53, SLH 2008, that established the misdemeanor offense of theft of beer keg and imposed recordkeeping requirements on scrap metal dealers that purchase beer kegs. Removes sunset clause in Act 197, Session Laws of Hawaii 2007, which contains a repeal date of July 1, 2009. Effective June 30, 2009. (HB1414 HD1)

RELATING TO MOBILE BILLBOARDS. Amends the restrictions on the use of mobile billboards. Exempts businesses using vehicles with advertising in the daily function of the advertised business. (SD1)

RELATING TO HARASSMENT. Provides that the offense of harassment includes all forms of electronic communications. (SD1)

RELATING TO CONDOMINIUMS. Increases the maximum amount of the special assessment for delinquent monthly common assessments that can be charged against a person who purchases a condominium unit. Expands limitations on association liability for elderly unit owners or residents aging in place to include disabled persons. (SD1)

RELATING TO DEAD HUMAN BODIES. Adds to the prohibition against buying dead human bodies, the selling of dead human bodies. Defines the term "dead human body" to include plastinated bodies and body parts. Increases the fine for buying or selling a dead human body to up to $5,000. Effective July 1, 2050. (SD1)

RELATING TO AUTOMATED EXTERNAL DEFIBRILLATORS. Specifies that any person who provides for an automated external defibrillator training program is generally immune from vicarious civil liability resulting from any act or omission of a Good Samaritan attempting to use the device to resuscitate a person. RELATING TO THE PURCHASES OF HEALTH AND HUMAN SERVICES. Specifies that proposals for purchases of health and human services must be submitted by duly licensed providers and for the exact amount to be expended by the State, unless statutes do not require the business to be licensed to provide the service being bid on. RELATING TO LABOR. Certifies entities as exclusive representatives without an election where no other representatives are certified as the exclusive bargaining representatives. Requires immediate collective bargaining between parties once entities are certified as exclusive representatives. Makes it a violation for an employer to commit unfair or prohibited practices interfering with an employee's statutory rights or discriminating against an employee for exercising protected conduct, subject to a civil penalty of up to $20,000 per violation. Effective July 1, 2020. (SD1)

RELATING TO HAZARDS. Allows Civil Defense, when no emergency exists, to enter on private property to mitigate hazardous situations after giving the landowner notice. May seek recovery and reimbursement of costs and expenses. (SD1)

RELATING TO HIGHWAY SAFETY. Makes amendments to Hawaii Revised Statutes and Act 171, Session Laws of Hawaii 2008, reflecting recommendations of ignition interlock implementation task force. (SD1)

RELATING TO ABANDONED VEHICLES. Allows counties to remove abandoned motor vehicles from private roads; requires owners of private roads to request removal in writing before vehicle is considered abandoned; requires private road owner to pay for removal and indemnify county for claims arising from removal and disposal. RELATING TO MANTA RAYS. Establishes fines and penalties for any person who knowingly captures or kills a manta ray within state marine waters. Provides an exception for special permits granted for scientific, education, management, or propagation purposes. (SD1)
