Makes technical amendment to tourism law regarding development of measures of effectiveness.

Adds a national or global economic crisis to situations considered a tourism emergency.  Requires, in addition to the governor's declaration of the existence of a tourism emergency, the governor's express approval and direction before action may be taken.  (SD2)

RELATING TO THE TOURISM SPECIAL FUND.

Removes the per cent of transient accommodations tax that is deposited into the tourism special fund from 34.2 per cent to a blank per cent.  Effective 07/01/90.  (SD2)

RELATING TO THE HAWAII TOURISM AUTHORITY.

Repeals the Hawaii tourism authority; establishes the department of tourism; establishes an interagency working group to facilitate the transitioning of the department of tourism; transfers the convention center enterprise special fund, the tourism special fund, and the tourism emergency trust fund to the department of tourism; renames the department of business, economic development, and tourism to the department of business and economic development.  Effective 1/1/2050.  (SD2)
