A BILL FOR AN ACT


 

 

MAKING AN APPROPRIATION FOR THE ABOUT FACE PROGRAM.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the Hawaii national guard's about face family of programs serves at-risk youth by:

     (1)  Keeping youth in school and improving their academic achievement;

     (2)  Helping youth obtain a new vision for their future;

     (3)  Reducing juvenile crime and drug use;

     (4)  Allowing Hawaii national guard soldiers to serve as role models and mentors and to interact with youth;

     (5)  Training youth in life, academic, work readiness, and critical thinking skills; and

     (6)  Providing armories located in local communities as patriotic and positive safe havens for youth.

     These programs and services are provided after school and during other non-school hours as required by Temporary Assistance for Needy Families regulations.

     The legislature further finds that the about face family of programs improves the morale of soldiers who participate in the programs, while at the same time fulfilling the Hawaii national guard's community support mission in accordance with the adjutant general's leadership philosophy.  The hiring of Hawaii national guard members, their spouses, and dependents also provides support to Hawaii national guard families.  Funding for the about face family of programs creates up to three times the cost of funding in economic benefits within host communities, and use of the Hawaii national guard facilities infrastructure multiplies the benefits of those facilities.  About face program skills training helps to break the family cycle of dependency on public assistance, creates a business environment conducive to economic opportunity, and enhances the quality of life in host communities.

     The purpose of this Act is to ensure that funding is available to continue the operation of the about face family of programs in fiscal years 2009-2010 and 2010-2011.

     SECTION 2.  Of the federal fund appropriation for the department of human services, there is appropriated federal Temporary Assistance for Needy Families funds in the sum of $           or so much thereof as may be necessary for fiscal year 2009-2010 and the same sum or so much thereof as may be necessary for fiscal year 2010-2011 for the about face family of programs.

     The sums appropriated shall be expended by the department of human services for the purposes of this Act; provided that the department of human services shall work with the department of defense in carrying out the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2060.
