A BILL FOR AN ACT

 

 

Relating To Legislative Access.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that codifying the practice of making each legislator's voting record publicly available online within twenty-four hours of the vote will increase public accountability and government transparency.

     The purpose of this Act is to increase legislators' public accountability by increasing public access to legislators' committee and floor voting records.

     SECTION 2.  Chapter 21D, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§21D-    Online access to voting records.  The voting record of each member of the legislature shall be available online within twenty-four hours of a vote conducted in committee or on the chamber floor.  The online information shall be organized so that all recorded votes of each member are included under the member's name."

     SECTION 3.  New statutory material is underscored.


     SECTION 4.  This Act shall take effect upon its approval.
