Prohibits the imposition of fees for a future transfer of real property.  Specifies exceptions.

RELATING TO UNIFORM REAL PROPERTY TRANSFER ON DEATH.

Adopts Uniform Real Property Transfer on Death Act.  Allows owner of real property to designate beneficiaries to receive real property upon death of owner without requirements of probate or formalities of wills.

Requires identification of licensed individuals performing electrical and plumbing work on a construction job site.

RELATING TO CONSTRUCTION SITES.

Establishes a construction site inspection task force to be led by the department of commerce and consumer affairs to investigate and inspect construction sites for unlicensed contractors, illegal workers, and workplace safety violations.

Requires the contractor license board to modify and consolidate the number of classifications or subclassifications into no more than       classifications, by not later than January 1, 2011.

Raises the threshold under the contractor licensing law's "handyman" exemption from $1,000 to $2,500.

The time change of this hearing is necessary to assure adequate time for the Senate floor session on this day.  We note that the order of the agenda has also been changed.  The committee will attempt to hear all the bills on this agenda, however if time does not permit for the completion of the agenda some bills may be deferred to another hearing date.

·         In person:  1 copy of their testimony to the committee clerk, Room 231, State Capitol.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
