RELATING TO GASOLINE DEALERS.

Requires gasoline dealers to provide access to water at no cost to customers who purchase motor vehicle fuel.

Requires a purchasing agency to hold a pre-bid conference. Requires parties that protest a contract award to have attended a pre-bid conference.

Amends definition of the term "concession" to remove telecommunications operations.  Exempts telecommunications operations from the Hawaii public procurement code.

Amends the Hawaii public procurement code to make public contracts effective as of the notice of the award.  Specifies that the solicitation, offer, bid, or proposal and the award notice constitute the entire contract.  Provides that a subsequent written and executed contract is not required.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Measure number; and

·     The number of copies the Committee is requesting.

WEB:     For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.

 

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
