Status

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST KAIMUKI CHRISTIAN SCHOOL.

Authorizes the issuance of special purpose revenue bonds for Kaimuki Christian School.  Effective 07/01/50.

Status

RELATING TO PREAUDITS FOR PROPOSED PAYMENTS.

Requires the Department of Education (DOE) to conduct proposed payment preaudits only on payments of $10,000 or more.  Requires the University of Hawaii (UH) and DOE to preaudit a sample population of at least five percent of proposed payments of less than $10,000.  Extends the fiscal autonomy previously granted to UH and DOE until June 30, 2015.  Extends the date until which DOE shall have autonomous authority over its accounting system to June 30, 2020.  Effective June 29, 2050.

RELATING TO EDUCATION.

Repeals the school-level minor repair and maintenance account.  Requires the DOE to annually report to the director of finance and the legislature the total amount of funds in the school-level minor repair and maintenance special fund that will carry over to the following fiscal year.

Status

RELATING TO THE DEPARTMENT OF EDUCATION.

Authorizes the DOE to adopt rules governing traffic and parking conditions on roadways and areas under the jurisdiction of the DOE, including rules for the assessment of parking fees.  Provides that parking fees collected shall be deposited into the same fund into which fees and charges collected for the use of school facilities are deposited; provided that parking fees collected by a school shall be deposited to the credit of that school's nonappropriated local school fund account.

Status

RELATING TO ELECTRONIC WARRANT VOUCHERS.

Allows the department of education, department of accounting and general services, and the University of Hawaii to accept electronically mailed warrant vouchers for bills of materials, supplies, and incidentals as original documentation, the receipt of which authorizes payment to be made to each individual to whom the State is indebted.  Effective 1/1/2099.

Status

RELATING TO THE CERTIFICATION OF PRINCIPALS AND VICE-PRINCIPALS.

Requires the department of education to determine alternative routes to certification for school principals and vice-principals.  Repeals the department of education's authority to waive, on a case-by-case basis, certain teacher certification and school-level experience requirements for vice-principal candidates.

RELATING TO RESEARCH.

Requires the DOE, UH, DLIR, and other appropriate state agencies to share data to support research that will improve educational and workforce outcomes and meet the longitudinal data requirements of the federal American Recovery and Reinvestment Act of 2009.  Establishes a data governance and access committee.

RELATING TO SALARIES.

Adjusts the salary caps of the Superintendent of Education and State Librarian beginning with the 2011-2012 school year.  Effective July 1, 2020.

Status

RELATING TO ENVIRONMENTALLY SENSITIVE PRODUCTS.

Adds the Design for the Environment Program of the United States Environmental Protection Agency as a program whose approved cleaning and maintenance products will be given first preference by public schools in the purchase and use of environmentally-sensitive cleaning and maintenance products.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
