Excludes limited benefit health insurance from provisions of chapter 431:10A enacted after July 1, 2010.

RELATING TO INSURANCE COVERAGE FOR MAMMOGRAMS.

Prohibits an insurer from requiring a doctor's referral for annual mammograms for covered individuals over forty years old.

RELATING TO BUILDING DESIGN FOR PERSONS WITH DISABILITIES.

Allows the disability and communication access board to charge a fee to defray expenses of review of construction plans to ensure compliance with law.  Establishes temporary fees until the board adopts permanent fees.

RELATING TO TRANS FATS.

Prohibits foods containing artificial trans fat from being stored, distributed, or served by, or used in the preparation of any food within, a food establishment.  Commences with ban on oils, shortening, and margarines with trans fat effective 01/01/11, and progresses with ban on food containing trans fat effective 01/01/12.

Establishes the toxic mold remediation task force to examine the potential hazards of toxic indoor mold and fungal contamination, and to recommend standards and guidelines for its prevention and remediation.

Transitions the Hawaii health systems corporation to federal and state nonprofit status.  Makes appropriation for general obligation bonds for the repair and maintenance of facilities and transition expenses.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST HAWAII PACIFIC HEALTH.

Authorizes the issuance of SPRBs to assist Hawaii Pacific Health in financing, refinancing, and/or reimbursing costs related to the acquisition or construction of health care facilities.
