MAKING AN APPROPRIATION TO THE HAWAII CIVIL AIR PATROL FOR OPERATING EXPENSES.

Appropriates funds to the Hawaii civil air patrol for tsunami operations in Hawaii.

RELATING TO PAROLE.

Allows the Hawaii paroling authority to use a continuum of administrative sanctions when a parolee violates a term or condition of parole.

RELATING TO PUBLIC SAFETY.

Requires bills to amend or create new offenses, or to change parole or probation procedures, to be accompanied by a correctional impact statement. Requires assistance of the corrections population management commission to prepare corrections population impact.

RELATING TO BAIL.

Requires law enforcement agencies to accept cash bail, certified copies of pre-filed bail bonds, and original bail bonds when the court is closed, including nights, weekends, and holidays.  Specifies from whom bail may be accepted.  Requires prompt release after acceptance of bail.

RELATING TO SENTENCING.

Permits certain non-violent repeat offenders convicted of drug possession to be sentenced to alternative programs instead of to prison.

RELATING TO AN AUDIT OF CONTRACTS OF THE DEPARTMENT OF PUBLIC SAFETY WITH THE CORRECTIONS CORPORATION OF AMERICA AND THE FEDERAL DETENTION CENTER.

Directs the auditor to conduct a financial and management audit of the Department of Public Safety's contract with the Corrections Corporation of America.

RELATING TO CORRECTIONS.

Allows department of public safety to parole up to an additional 200 inmates who do not have to return to prison each night and upon special conditions if the prison has insufficient number of beds to accommodate more furloughed inmates.  Requires DPS to report to legislature semi-annually.

RELATING TO PUBLIC SAFETY.

Requires the department of public safety to plan for a model wellness center to be built in East Hawaii.  Report to legislature in 2011.

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
