HOUSE CONCURRENT

RESOLUTION

 

 

requesting the Office of Hawaiian Affairs and the department of Hawaiian Home lands to examine the feasibility of jointly establishing a native Hawaiian research, science, and technology park.

 

 

 


     WHEREAS, Hawaii's technology-related industries have shown strong growth and potential for expansion; and

 

     WHEREAS, the development of a research, science, and technology park can be an important step in creating and sustaining a vibrant high technology industry in the State; and

 

     WHEREAS, there are a number of native Hawaiian entrepreneurs who have the desire but lack the resources to develop projects in the research, science, and technology fields; and

 

     WHEREAS, a native Hawaiian research, science, and technology park could be crucial for preparing native Hawaiian entrepreneurs to adequately deal with inevitable business start-up challenges by providing invaluable resources and professional expertise; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the Senate concurring, that the Office of Hawaiian Affairs and the Department of Hawaiian Home Lands are requested to examine the feasibility of jointly establishing, with the assistance of native Hawaiian business organizations, a native Hawaiian research, science, and technology park that will serve as an incubator and resource center for native Hawaiian entrepreneurs; and

 

     BE IT FURTHER RESOLVED that the Office of Hawaiian Affairs and the Department of Hawaiian Home Lands are requested to consider the feasibility of:

 

     (1)  Identifying and seeking the assistance of native Hawaiian business organizations with the potential or willingness to participate in the development of a native Hawaiian research, science, and technology park;

 

     (2)  Establishing a loan program for native Hawaiian entrepreneurs to locate and conduct operations in Hawaii;

 

     (3)  Issuing revenue bonds to assist in the financing of the costs of projects developed by native Hawaiian entrepreneurs and related to research, science, and technology;

 

     (4)  Entering into long-term leases with native Hawaiian entrepreneurs for the siting and development of research, science, and technology projects; and

 

     (5)  Promoting conferences, symposia, seminars, and institutes in research, science, and technology; and

 

     BE IT FURTHER RESOLVED that the Office of Hawaiian Affairs and the Department of Hawaiian Home Lands are requested to identify qualified personnel to administer and effectuate the objectives of the research, science, and technology park; and

 

     BE IT FURTHER RESOLVED that the Office of Hawaiian Affairs and the Department of Hawaiian Home Lands are requested to report jointly to the Legislature their findings and recommendations, including any proposed legislation, no later than twenty days prior to the convening of the Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Trustees of the Office of Hawaiian Affairs and the Chairperson of the Hawaiian Homes Commission.
