HOUSE RESOLUTION

 

 

URGING THE UNITED STATES NAVY TO DESIGNATE A PORTION OF THE WAIPIO PENINSULA SOUTH OF WAIPAHU DEPOT ROAD AS A STATE PARK.

 

 

 


     WHEREAS, parks and open recreational spaces positively affect the health and vibrancy of a community; and

 

     WHEREAS, the people of Waipahu do not have a state park in their own community and are thus deprived of the positive benefits of having a place for their children to play, the elderly to relax, and the entire community to enjoy and call their own; and

 

     WHEREAS, the closest state park located outside of Waipahu is in central Oahu and Kaena Point; and

 

     WHEREAS, in the Waipio peninsula south of Waipahu Depot Road, there is an undisclosed amount of unused acreage owned by the U.S. Navy, which could be developed into a beautiful state park for the benefit of the people of Waipahu and other communities around the state; and

 

     WHEREAS, these lands rightfully belong to the people of Waipahu and the State of Hawaii; and

 

     WHEREAS, West Loch has been polluted with fuel and discarded naval ships, with their concomitant rust and debris; and

 

     WHEREAS, naval ships have destroyed coral ecosystems, which has denied the community recreational access to Pearl Harbor and the Waipahu Coastline; and
     WHEREAS, the noise of jets has disturbed this bedroom community while increased traffic congestion has made commuting to downtown Honolulu a daily nightmare; and  

 

     WHEREAS, a community park would help ameliorate this damage and compensate the Waipahu and Ewa community for the environmental harm that has been caused; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the U.S. Navy is urged to gift a minimum of one hundred acres of land south of Waipahu Depot Road on the Waipio peninsula to the people of Waipahu and to the State of Hawaii to be transformed into a state park for all to enjoy; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the United States, Hawaii’s Congressional delegation, Under-Secretary of the Navy, the Commander of the United States Pacific Command, the Commander of Joint Base Pearl Harbor-Hickam, the Governor of the State of Hawaii, and the Mayor of the City and County of Honolulu.
