A BILL FOR AN ACT

 

 

RELATING TO WELLNESS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the department of health's healthy Hawaii initiative conducted a survey of Hawaii employer-union health benefits trust fund members last year at the request of the outgoing trust fund management.  The healthy Hawaii initiative made a presentation to the trust fund board regarding favorable responses from members on the following:

     (1)  Hawaii employer-union health benefit trust fund members showed great interest in worksite wellness;

     (2)  Opportunities do exist to positively influence healthy behavior related to physical activity and fruit and vegetable consumption; and

     (3)  The majority of members favor reduced premiums and co-payments for healthy lifestyles, completing health risk assessments, or participating in disease management.

     The legislature finds that Hawaii must comply with federal health reform legislation requirements by 2014, including mandating physician reimbursements for outcomes rather than transactions.  The legislature is therefore interested in authorizing and evaluating health and wellness alternatives that reduce the incidence of chronic disease, support state employees in adopting and maintaining healthier lifestyles, and reduce the costs of health care expenditures associated with emergency care and other hospital-based treatments for avoidable chronic diseases.

     The purpose of this Act is to establish a workplace wellness pilot program.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2011-2012 and the same sum or so much thereof as may be necessary for fiscal year 2012-2013 for the creation of a workplace wellness pilot program.

     The sums appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
