Status

RELATING TO BULLYING AND CYBERBULLYING.

Establishes a bullying and cyberbullying policy for all public schools.  Requires implementation of the policy in all public schools.  Establishes bullying and cyberbullying reporting requirements for all public schools.  Establishes a misdemeanor offense of bullying or cyberbullying a minor.  Defines "bullying" and "cyberbullying".  Requires the department of education and the charter school review panel to report to the legislature annually.  Effective 7/1/2050.  (SD2)

Status

RELATING TO PUBLIC SCHOOL LANDS.

Establishes the public school lands trust to provide for the maximum use of public school lands in order to generate income to improve public school facilities and infrastructure to meet the challenges of the 21st century and beyond.  Requires that any sale of land from the public school lands trust be approved by no less than two thirds of each house of the legislature.  Effective 07/01/2050.  (SD2)

RELATING TO RECONSTITUTING SCHOOLS.

Allows the superintendent of education to reconstitute a public school, except for certain charter schools.  Allows the superintendent to recommend actions to the charter school review panel, including the revocation of a school's charter.  Effective 7/1/2050.  (SD1)

Status

RELATING TO EDUCATION.

Requires multi-track public schools to have a school year of at least 171 days or a specified percentage of the minimum days for other non-charter public schools and a certain percentage of the minimum student instructional hours.  Requires DOE to submit to the legislature a plan to implement a school year for multi-track schools beginning with the 2015-2016 school year of a certain percentage of the minimum instructional days and hours required of other non-charter public schools.  Effective 7/1/2050.  (SD1)

Provides that the single school calendar for all public schools does not apply to schools designated by BOE in furtherance of a plan to improve educational outcome in students.

Amends chapter 302A, Hawaii Revised Statutes, to require the committee on weights to meet not less than once every odd-numbered year, rather than annually.  (SD1)

Makes the administration of nationally norm-referenced testing in English and math for certain grades discretionary rather than mandatory.  Repeals the administration of nationally norm-referenced testing on July 1, 2015.  (SD1)

RELATING TO TEACHERS.

Allows teacher and educational officer board members to continue to serve out up to three consecutive three-year terms even if they retire during a term.  Adds training on revised student and teacher performance standards to the requirements for license renewal.  Extends the term of the renewable advanced licensed from five to ten years.  Creates a new career and technical education license available to those with appropriate industry experience with no bachelor's degree.  (SD1)

RELATING TO SPECIAL EDUCATION.

Requires certain private special education schools and programs that provide services to students with disabilities who receive state funding, to comply with federal and state laws, rules, and regulations.  Requires accreditation within a certain time for certain private schools or programs that accept students with disabilities who receive state funding.  Effective 7/1/2050.  (SD2)

Status

RELATING TO EDUCATION.

Authorizes DOE to monitor students with disabilities who are placed, at DOE's expense, at private schools or placements.  Requires private schools or placements to post rates, fees, and tuition by April of each year.  Requires DOE to pay only for private school or placement services that are specified in a student's individualized education program and to withhold payment to private schools or placements that restrict or deny monitoring by DOE.  Effective 07/01/2050.  (SD2)

Status

RELATING TO EDUCATION.

Beginning with the 2014-2015 school year, requires children in public or private kindergarten programs to be assessed by an early learning educator prior to entering first grade to ensure the child is qualified to enter the first grade.  Requires any assessment conducted by a private kindergarten program to be certified by the Hawaii Association of Independent Schools or the early learning council.  Requires children who do not attend kindergarten to be assessed by DOE prior to entering first grade in a public school.  Effective 7/1/2050.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
