Requires the Department of Business, Economic Development, and Tourism to work with other government entities to plan for a high technology park on Oahu.  Appropriates funds.  Effective July 1, 2112.  (HB526 HD1)

RELATING TO HIGH TECHNOLOGY.

Extends the income tax credit for qualified research activities for five years and places an annual aggregate cap on the tax credit.  Effective July 1, 2030.  (HB1642 HD2)

RELATING TO TAXATION.

Suspends temporarily the exemptions for certain persons and certain amounts of gross income or proceeds from the general excise and use tax and requires the payment of the tax at a graduated rate.  Effective July 1, 2011, and sunsets on June 30, 2015.  (HB799 HD1)

RELATING TO THE HAWAII STRATEGIC DEVELOPMENT CORPORATION.

Authorizes the Hawaii Strategic Development Corporation to transfer tax credits issued by the State, subject to certain conditions.  Effective July 1, 2112.  (HB983 HD2)

RELATING TO TELEVISION AND FILM PRODUCTION.

Requires the Department of Business, Economic Development, and Tourism (DBEDT) to establish and collect a surcharge for each film permit application it processes.  Specifies that all surcharge revenues and other revenue sources are to be deposited into the Hawaii Television and Film Development Special Fund.  Requires that revenues from the special fund are to be used to fund the DBEDT Creative Industries Division.  Effective July 1, 2030.  (HB986 HD2)

RELATING TO THE GENERAL EXCISE TAX.

Creates a nexus standard for taxing out-of-state businesses on their business activities in Hawaii.  Amends the definition of engaging in business to include local affiliate agreements.  Allows out-of-state and in-state businesses to file information regarding sales to residents of the State instead of collecting GET.  Effective July 1, 2112.  (HB1183 HD2)

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

Please note:  If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
