RELATING TO THE UNIVERSITY OF HAWAII.

Requires the University of Hawaii Board of Regents to periodically review the priority guidelines for quality education and recommend amendments to the Legislature, develop a functional plan that includes strategic goals, outcomes, and performance indicators, and report biennially to the Legislature.

RELATING TO PLANNING.

Establishes a task force to review and update the Hawaii state planning act and the planning, programming, and budgeting system.  Requires annual reports to the legislature.  Task force ceases to exist on 6/30/15.  Effective 7/1/2112.

RELATING TO HIGH TECHNOLOGY.

Requires the Department of Business, Economic Development, and Tourism to work with other government entities to plan for a high technology park on Oahu.  Appropriates funds.  Effective July 1, 2112.

Status

RELATING TO CERTIFICATES OF IDENTIFICATION.

Requires the Attorney General, in cooperation with the Director of Transportation and appropriate county agencies, to create a program allowing such agencies to issue civil identification at locations where driver's licenses are issued.  Requires report to the Legislature.  Effective January 7, 2059; provided section 3 of the Act is effective upon approval.

Status

RELATING TO MENTAL HEALTH RELEASE ON CONDITIONS OF A PERSON FOUND UNFIT TO STAND TRIAL.

Requires the Department of Health to provide a fitness restoration program for defendants unfit to proceed with court proceedings and on conditional release, and to report information regarding defendant's plan and compliance to the prosecutor of the county where the defendant was charged.  Effective January 7, 2059.

RELATING TO REAL PROPERTY TAX APPEALS.

Requires real property tax appellants to first obtain a decision from an administrative body established by county ordinance prior to appealing to the Tax Appeal Court when required to do so by county law.

RELATING TO THE COUNTIES.

Eliminates the public auction requirement for the disposition of easements on county property for a specific purpose.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

FAX:       For comments less than 5 pages in length, transmit to 586-6001 (Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web); or

WEB:     For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.

 

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
