MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FOR HEALTH CARE PAYMENTS.

Makes emergency appropriations from general revenues for fiscal year 2010-2011 to address the budget shortfall in for the health care payments program (HMS 401) in the Department of Human Services.

MAKING EMERGENCY APPROPRIATIONS FOR THE DEPARTMENT OF HUMAN SERVICES.

Makes emergency appropriations from the general revenues of the State of Hawaii for fiscal year 2010-2011 to address the budget shortfall in cash support (HMS 211), work program services and maintenance of effort contracts (HMS 903), and general assistance payments (HMS 204) in the Department of Human Services.

RELATING TO CHILD PROTECTIVE ACT COURT PROCEEDINGS.

Ensures that Child Protective Act hearings in Chapter 587A, Hawaii Revised Statutes, are consistent with federal Title IV-E provisions.  Effective October 1, 2011.

RELATING TO MINORS.

Allows certain child service providers to provide emergency shelter and related services to a minor under certain circumstances.  Effective July 1, 2050.

RELATING TO HEALTH.

Requires rates for medicaid reimbursements to hospitals keeping patients in beds to be equal to rates for similarly related services.  Appropriates funds for increased medicaid reimbursements.  Enables medicaid reimbursements to follow patients transitioning out of acute care to community-based care or private institutions.  Effective July 1, 2050.

RELATING TO HEALTH.

Provides for telehealth services coverage for medicaid and QUEST patients through an eligible mobile health van operated by a qualified provider.  Repeals June 30, 2013.  Effective July 1, 2050.

RELATING TO INFORMATION ACCESS.

Directs the Disability and Communication Access Board to contract for a telephone-based service to provide access to timely print media.  Appropriates funds.  Effective July 1, 2050.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION.

Amends the composition of the Hawaii Health Systems Corporation board to add an at-large member appointed by the Governor and give voting rights to the Director of Health.  Effective July 1, 2050.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
