RELATING TO RESIDENTIAL REAL PROPERTY.

Requires that condominium property managers, associations of apartment owners, and planned community associations make association documents available to owners under reasonable terms, including through an association or property management company's website, and for reasonable costs.  Effective 7/1/2050.  (SD1)

RELATING TO CONDOMINIUMS.

Permits members of condominium associations to make audio recordings of association meetings for personal use or use of another member with prior notice to the board; provided that the bylaws of the association do not prohibit such recording; specifies that an audio recording made by the board is the official audio record of the meeting and shall be made available to members upon request.  Effective 7/1/2050.  (SD1)

RELATING TO HOUSING.

Creates the affordable rental housing development program; allows nonprofit organizations to acquire expiring US Department of Housing and Urban Development or US Department of Agriculture housing contracts and ensures the projects remain affordable rental housing in perpetuity.  Effective 07/01/2050.  (SD1)

RELATING TO CONDOMINIUMS.

Repeals the sunset date on the condominium dispute resolution pilot project and preserves the availability of mediation, arbitration, administrative resolution, and right of judicial appeal for disputes related to certain condominium matters.  Effective 7/1/2050.  (SD2)

RELATING TO FAIR HOUSING EXEMPTIONS.

Makes exemptions from state fair housing laws consistent with similar exemptions found in the federal Fair Housing Act and makes protected groups consistent throughout Chapter 515, Hawaii Revised Statutes.  (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

 

Submit testimony in ONE of the following ways:

FAX:       For comments less than 5 pages in length, transmit to 586-9496 (for Oahu) or 1-800-535-3859 (for Neighbor Islanders without a computer to submit testimony through e-mail or the Web);

EMAIL: For comments less than 5 pages in length, transmit to [email protected] ; or

WEB:     For comments less than 4MB in size, transmit from the Web page at http://www.capitol.hawaii.gov/emailtestimony.

 

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
