Requires the Department of Health and the Department of Human Services to post on their respective websites reports of all inspections of care facilities by January 1, 2011.

Provides for telehealth services coverage for medicaid and QUEST patients using Kona hospital's medical van program.

RELATING TO APPROPRIATIONS MADE OUT OF THE EMERGENCY AND BUDGET RESERVE FUND PURSUANT TO ACT 191, SESSION LAWS OF HAWAII 2010.

Extends date of lapse for funds appropriated pursuant to Act 191, Session Laws of Hawaii 2010 to December 31, 2011.  Appropriates moneys for fiscal year 2010-2011 for public health, safety, and welfare.  Extends date of lapse of funds appropriated for that purpose to December 31, 2011.

RELATING TO PUBLIC ASSISTANCE.

Requires QUEST or QUEST-net vendors to notify the DHS when QUEST or QUEST-net enrollees are also covered by private health insurance.  Requires private health insurance plans to be the primary insurer.

RELATING TO MEDICAID.

Requires recipients of medical assistance under any Medicaid program administered by the Department of Human Services to actively re-enroll in such program every year.  Eliminates automatic re-enrollment.

Requires the directors of DOH and DHS to collaborate with contracted health and human services providers to develop, and update annually, a health and human services delivery plan.

RELATING TO THE EMERGENCY AND BUDGET RESERVE FUND.

Makes an emergency appropriation from the emergency and budget reserve fund and makes technical corrections to Act 191, Session Laws of 2010 to permit the awarding of moneys to specified organizations. Extends the lapse date of Act 191's appropriations from June 30, 2011 to June 30, 2012.

Status

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN SERVICES FOR HEALTH CARE PAYMENTS.

Makes an emergency appropriation from the general revenues of the State of Hawaii for fiscal year 2010-2011 to address the budget shortfall in for the health care payments program (HMS 401) in the Department of Human Services.  Effective upon approval.

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
