RELATING TO TRESPASS.

Makes entering or remaining unlawfully on unimproved or unused agricultural lands without permission an offense of criminal trespass in the second degree if the lands are fenced, enclosed, or secured, or a sign is displayed.  Includes entering or remaining on agricultural lands that are fallow or have evidence of livestock at the time of entry in the offense of trespass in the second degree.  Establishes limited liability of agricultural land owners for any injury, death, loss, or damage suffered by a trespasser.  Effective January 7, 2059.  (SD1)

RELATING TO PUBLIC LANDS.

Part I provides state lease preferences for the reconstruction, restoration, repair, or use of Hawaiian fishponds; part II authorizes exemptions from state and county permits for the Hawaii marine laboratory refuge for repair and maintenance of its facilities on the island of Moku-o-loe (Coconut island); part III requires the department of land and natural resources to initiate and coordinate all efforts to establish a public lands information system; requires all state agencies to report to the department each parcel of land to which it holds title, the disposition of each parcel to which the agency holds title or is acquiring title, and any inaccuracies in reports to the department; requires the department to submit a progress report to the legislature; appropriates funds to create and maintain a comprehensive statewide public land trust inventory database and to provide funding for one staff position for a database and application developer.  Effective July 1, 2030.  (SD1)

Expands definition of "quality assurance committee" to include interdisciplinary quality assurance committees composed of members from various health care organizations.  Effective July 1, 2030.  (SD1)

RELATING TO PUBLIC LANDS.

Part I allows 999-year homestead leases to be assigned to land trusts that are created for managing and holding the homestead leasehold estate for the benefit of the lessee and lessee's family members; part II authorizes exemptions from state and county permits for the Hawaii marine laboratory refuge for repair and maintenance of its facilities on Coconut island; part III requires the department of land and natural resources to initiate and coordinate all efforts to establish a public lands information system; requires all state agencies to report certain information to the department; requires the department to submit a progress report to the legislature; appropriates funds for a comprehensive statewide public land trust inventory database and funding for one staff position for a database and application developer.  (SD1)

Amends certain criminal offenses to include conduct committed against domestic violence victims covered by protective orders or restraining orders.  Establishes class A and B felony labor trafficking offenses, a nonpayment of wages offense, and an unlawful conduct with respect to documents offense.  Establishes provisions related to prosecution of the offenses.  (SD1)

Clarifies the existing antitrust law to reconfirm the right or government entities to bring an action for damages notwithstanding their status as indirect purchasers.  (SD1)

RELATING TO CHILD SUPPORT ENFORCEMENT.

Includes tribal IV-D agencies and foreign countries as defined under federal regulations as authorized agencies that child support services and information can be provided to and received from.  (SD1)

Please note:  If you submit your written testimony after 10:00 a.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
