A BILL FOR AN ACT

 

 

relating to transportation.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that tourism remains an important and critical component of Hawaii's economy.  Hawaii's tourism is susceptible and vulnerable to terrorist attacks at Hawaii's harbors and airports.  It is critically important that Hawaii's department of transportation be proactive and seek to ensure its use of the best and latest technology to enhance present security practices.  This will help to deter and detect possible terrorist attacks and protect Hawaii's image as a safe visitor and business destination. 

     The legislature also finds that the department of transportation will save money and have greater security coverage by implementing the latest security technology in areas such as video surveillance, access control systems, sensors, motion detectors, radar, sonar, and other systems and technologies.

     The purpose of this Act is to provide funding for the department of transportation to hire a consultant to conduct a study and make recommendations to the department of transportation and the legislature about systems and technologies the department of transportation can implement at Hawaii's harbors and airports to enhance present security practices that provide cost savings by using the latest security systems and technologies.

     SECTION 2.  There is appropriated from the funding source  indicated below the following sums or so much thereof as may be necessary for fiscal year 2012-2013 to the department of transportation to hire a consultant to conduct a study and make recommendations to the department regarding the latest cost-saving systems and technologies that the department can implement to enhance present security practices at Hawaii's harbors and airports, including video surveillance, access control systems, sensors, motion detectors, radar, and sonar:

     Harbor special fund               $50,000

     Airport revenue fund              $50,000

     The sums appropriated shall be expended by the department of transportation for the purposes of this act.

     SECTION 3.  The department of transportation, with the assistance of the consultant, shall submit a report of the study's findings and recommendations, including proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2013.

     SECTION 4.  This Act shall take effect on July 1, 2012.
