A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE second representative DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $77,250,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2012-2013 for the purpose of capital improvement projects for the second representative district, as follows:
1. To be expended by the department of education:
A. Hilo high school, Hawaii
Design and construction for renovation of the auditorium.
Design $ 375,000
Construction 2,125,000
Total funding $2,500,000
B. Hilo high school, Hawaii
Design and construction to stabilize the ground adjacent to ravine and to improve drainage.
Design $100,000
Construction 775,000
Total funding $875,000
C. Hilo intermediate school, Hawaii
Design and construction for replacing locker/showers.
Design $ 450,000
Construction 4,350,000
Total funding $4,800,000
D. Hilo intermediate school, Hawaii
Design and construction to replace building A.
Design $ 3,116,250
Construction 31,508,750
Total funding $34,625,000
E. Hilo union elementary school, Hawaii
Design and construction to repair building A collapsed underground drainage.
Design $ 23,000
Construction 227,000
Total funding $250,000
F. Waiakea high school, Hawaii
Design and construction to relocate the bus pick up area.
Design $ 144,000
Construction 1,056,000
Total funding $1,200,000
2. To be expended by the University of Hawaii:
A. University of Hawaii at Hilo, Hawaii
Construction and equipment to establish the permanent site and building for the university college of pharmacy building. Project to include ground and site improvements, development of new facility, equipment, and appurtenances, and all related project costs. Project is deemed necessary to qualify for federal aid financing and reimbursement; provided that no funds shall be expended unless the University of Hawaii at Hilo provides at least $5,000,000 in matching funds.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2014, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agencies for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2012.
