RELATING TO ACCESS TO REAL PROPERTY.

Requires a seller to disclose in writing to a buyer the existence, if any, of legal or traditional public access that burdens the residential or agricultural real property being sold.  Effective July 1, 2011.

RELATING TO IRRIGATION.

Authorizes the issuance of general obligation bonds to finance various irrigation systems.  Effective July 1, 2012.

Appropriates funds to the counties for drought mitigation purposes.  Requires the counties to report to the Legislature on the status of drought mitigation projects.  Effective July 1, 2012.

Status

RELATING TO AGRICULTURE.

Amends important agricultural land tax credit to allow an additional fifteen per cent credit for drought mitigation and change the tax credit cap from $7,500,000 per year to $5,000,000 per year for the 2012 tax year and $7,000,000 per year for the 2013, 2014, and 2015 tax years.  Creates a livestock feed tax credit for 2013.  Creates feed development tax credit program from January 1, 2013, to December 31, 2015.
