RELATING TO PERSONAL INFORMATION. Allows the scanning and retention of personal information contained in a state identification card or driver's license for only limited purposes.

RELATING TO THE SALE OF DOGS AND CATS. Requires pet sellers to implant an identification microchip in a dog or cat prior to sale or exchange and to provide specific written documentation regarding each dog or cat sold. Prohibits pet sellers from selling an unsterilized dog or unsterilized cat.

RELATING TO THE REGULATION OF TELECOMMUNICATIONS AND CABLE TELEVISION SERVICES. Creates a communications division within the Department of Commerce and Consumer Affairs to regulate telecommunications and cable television services; to promote the development of broadband infrastructure; and to advance the provision of broadband, telecommunications, and video programming services.
