RELATING TO EARLY LEARNING.

Requires the department of taxation to allow a taxpayer to designate (or "check off") that a specified amount of the taxpayer's income tax refund be paid to the early learning trust fund.

RELATING TO TAXATION.

Authorizes a state income tax deduction for qualified student loan interest paid on tuition expenses at the University of Hawaii system.

RELATING TO EDUCATION.

Requires every public school, public charter school, private school, and the University of Hawaii to have one or more fully automated external defibrillators (AED) on the site of every sporting event and requires the trainers and teachers at each school to be trained and certified on the use of AED's.

RELATING TO EDUCATION.

Provides flexibility to Department of Education to implement student health programs by deleting certain operational requirements established by law and deletes the requirement to adopt rules.

RELATING TO INSTRUCTIONAL TIME.

Requires the Department of Education to devise four bell schedules for each grade level to standardize instructional periods across all schools, with the exception of charter schools and multi-track public schools.  Requires each school to choose one of the available bell schedules for each grade level.

RELATING TO EDUCATION.

Repeals minimum hourly and per diem rates for substitute teachers.  Repeals substitute teacher wage adjustments based upon teacher pay.  Effective 07/01/12.

Prohibits the DOE from transferring funds from EDN 100 to any other program.
