RELATING TO VOLUNTEER MEDICAL ASSISTANCE SERVICES.

RELATING TO BACKGROUND CHECKS.

RELATING TO THE TRICARE PROGRAM.

Extends the general excise tax exclusion for amounts received by a managed care support contractor of the TRICARE program for the actual cost or advancement to third party health care providers pursuant to a contract with the United States.  Effective July 1, 2012.  (HB1723 HD1)

RELATING TO EMERGENCY MEDICAL CARE.

Appropriates funds to increase the on-call availability of emergency medical services and ambulance services on the Leeward Coast of Oahu.  Appropriates funds as a grant pursuant to Chapter 42F, Hawaii Revised Statutes, to Wahiawa General Hospital to provide additional emergency room services.  Effective July 1, 2030.  (HB1953 HD1)

RELATING TO HEALTH CARE INFORMATION.

Clarifies that persons and entities governed by the Health Insurance Portability and Accountability Act (HIPAA), who use or disclose individually identifiable health information that is consistent with HIPAA regulations, shall be deemed to be in compliance with Hawaii's privacy laws and rules.  Effective January 1, 3000. Amends the medical tort chapter of the Hawaii Revised Statutes, to make the medical claims conciliation process less adversarial and to emphasize inquiry, conciliation, and settlement.  Renames the panels to medical inquiry and conciliation panels.  Effective January 7, 2059.  (HB1967 HD2)

RELATING TO TORTS.

Relieves Good Samaritans who perform CPR in response to a perceived medical emergency from liability.  Defines CPR as chest compressions, with or without ventilation.  Requires among other things, CPR training programs to provide instruction on immediately notifying emergency medical services by calling 911.  Effective July 1, 2050.  (HB2312 HD2)
