RELATING TO RIGHTS OF THE ACCUSED.

Establishes procedures for eyewitness identification of persons suspected of perpetrating an offense in live lineups and photo lineups.

RELATING TO THE AUDITOR.

Allows the diminishment of the auditor's salary during the auditor's term of office by general law applicable to all salaried officers.

RELATING TO THE RESIDENCY OF APPOINTIVE OFFICERS.

Allows the waiver of residency requirements for the state or county department heads, deputies or assistants to a department head, when the appointed officer is required to have highly specialized or scientific knowledge or training and a qualified applicant who meets the residency requirement is not available to fill the position.

RELATING TO COURT FEES.

Increases fees for service of civil process.  Repeals authority of the sheriff or police chief to retain a percentage of service of process fees or expenses from salaried and non-salaried process servers.

RELATING TO VOTER REGISTRATION.

Updates voter registration laws, including authorizing the acceptance of electronic applications to register to vote and the development of an online voter registration system that will cross-check the contents of the application with data associated with previously issued government identification.  Makes an appropriation.

RELATING TO ELECTIONS.

Makes an appropriation of $1,725,000 for fiscal year 2011-2012 to fund the voting system contract for conducting of the 2012 elections.

RELATING TO LABOR.

Requires establishments to post in a conspicuous place a poster that provides specified information relating to human trafficking and the National Human Trafficking Resource Center hotline.  Defines "establishment".  Establishes penalties for violations of the poster requirement.

RELATING TO BAIL BONDS.

Enacts provisions regulating the procedures and rights of bail bondsmen in bail forfeiture cases.
