RELATING TO CRIME.

To promulgate law effecting implementation of criminal justice system policies and practices that would address inefficiencies in processing pretrial defendants, improve the targeting and allocation of resources aimed at reducing recidivism, and strengthening accountability by offenders.

RELATING TO PAROLE.

Allows the Hawaii paroling authority to use a continuum of administrative sanctions when a parolee violates a term or condition of parole.

RELATING TO THE HAWAII PAROLING AUTHORITY.

Changes the two part-time members of the Hawaii paroling authority to full-time members.  Requires the governor to establish the salaries of the Hawaii paroling authority.  Repeals authorization of paroling authority members to receive appropriations by the authority for travel expenses and incidentals.  Appropriates funds for the increase in salary and additional equipment needs.

RELATING TO CORRECTIONS.

Allows committed persons to create and place for sale approved products and crafts.  Excludes products and crafts that relate to the committed person's criminal offense.  25% of proceeds to fund rehabilitation programs.

RELATING TO CORRECTIONAL FACILITIES.

Requires all correctional facility staff to undergo the same drug screening as visitors to the facility.

RELATING TO AN AUTOMATED VICTIM NOTIFICATION SYSTEM.

Establishes the crime victim notification special fund.  Requires a 4% surcharge on all inmate commissary purchases, to be deposited into the fund.  Requires commission revenue on inmate telephone usage to be deposited into the fund.

      Status & Testimony

RELATING TO SHIPPING CONTAINER INSPECTIONS.

Authorizes the department of public safety, sheriff division, to randomly inspect shipping containers for dangerous materials, including explosives but excluding fireworks.  Effective 7/1/2013.
