A BILL FOR AN ACT

 

 

RELATING TO THE UNIVERSITY OF HAWAII.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Hawaii has the highest ethnic minority population percentage in the nation.  Approximately seventy-five per cent of Hawaii's population is of an ethnic minority:  fifty-five per cent Asian and twenty per cent Pacific Islander.  Hawaii's rich ethnic diversity is a benefit to everyone in the State.  However, all minority groups are not proportionally represented at the State's largest university system.  If the State is to continue to thrive socially and economically, opportunities for educational advancement must be equally available to all residents of the State.

     The purpose of this Act is to establish an admissions policy at the University of Hawaii that reflects the ethnic diversity of the State.

     SECTION 2.  Chapter 304A, Hawaii Revised Statutes, is amended by adding a new section to part I, subpart A, to be appropriately designated and to read as follows:

     "§304A-     Admissions policy.  It shall be the policy of the University of Hawaii system to strive to achieve a student body population that proportionally mirrors the ethnic makeup of the State."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
