A BILL FOR AN ACT

 

 

relating to the university of hawaii at hilo.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Ka Haka Ula O Keelikōlani college of Hawaiian language at the University of Hawaii at Hilo was established by the board of regents of the University of Hawaii in 1998.

     Since its establishment, the college has grown to offer two baccalaureate degrees, two master of arts degrees, a doctorate degree, two graduate certificates, and several undergraduate certificates.  The college also offers a number of other educational programs, houses a Hawaiian language research and support center and electronic library, and provides outreach to other indigenous language and culture revitalization efforts around the world.

     The college has become a major resource for the State, including the department of education.  It is also a major resource for indigenous people throughout the world.

     As the college grows and expands, it is important that the legislature support the mission of the college to revitalize the Hawaiian language and culture.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary for fiscal year 2014-2015 for thirty-five full time employees (35.0 FTEs) at Ka Haka Ula O Keelikōlani college of Hawaiian language and student affairs programs at the University of Hawaii at Hilo to support native Hawaiians and native Hawaiian programs servicing the public by creating, preserving, and transmitting knowledge of the Hawaiian language and culture.

     The sums appropriated shall be expended by the University of Hawaii at Hilo for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2013.
