A BILL FOR AN ACT

 

 

Relating to culture and arts.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that finding and retaining affordable work and living space is a significant problem for artists, painters, sculptors, dancers, and others who require an abundance of well-lit space in which to work.  Many artists gravitate to old warehouses and other industrial buildings, but their very presence in an industrial neighborhood often acts as a catalyst for setting in motion a process of gentrification that drives rent up and forces the artists out.

     This is precisely what happened in Minneapolis' historic warehouse district in the 1970s and led to the creation of Artspace in 1979.  Established to serve as an advocate and developer for artists' space needs, Artspace is now America's leading nonprofit real estate developer for the arts.  In the last few years, Artspace has further expanded its mission to incorporate the planning and development of performing arts centers, other art facilities, and entire art districts throughout the country.

     The legislature further finds that the Ola Ka Ilima Artspace lofts create affordable living and work space for local artists to be more productive and more collaborative and to earn more from their artistic work.  The Ola Ka Ilima Artspace is led by Artspace working with PAI, the State of Hawaii, the Hawaii community development authority, the city and county of Honolulu, and the mayor's office of culture and arts.  Along with leveraging artistic energy into advancing complementary public agendas and creating affordable space where local non-profit partners can translate increased stability into increased programming and impact, this project creates a home for the PAI arts and culture center to preserve and perpetuate Hawaiian cultural traditions for future generations.

     The purpose of this Act is to make an appropriation for the Ola Ka Ilima Artspace project that helps artists with affordable living and work space.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary for fiscal year 2014-2015 as a grant pursuant to chapter 42F, Hawaii Revised Statutes, to Ola Ka Ilima Artspace Lofts, LLC, for the Ola Ka Ilima Artspace project.

     The sums appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2013.
