HOUSE CONCURRENT

RESOLUTION

 

 

URGING THE DEPARTMENT OF HUMAN SERVICES TO apply PERFORMANCE CRITERIA IN AWARDING CONTRACTS TO organizations that provide services to the HOMELESS.

 

 

 


WHEREAS, the Legislature has appropriated millions of dollars to lower the number of homeless people in the State, yet the number of homeless people has not decreased; and

 

WHEREAS, organizations that provide services to the homeless spend a large percentage of their contract awards on executive salaries and administrative costs; and

 

WHEREAS, the Department of Human Services' current criteria for selecting organizations to provide services to the homeless does not include a measure of past performance or a review of how effectively the organization assists their clientele in establishing a productive, independent, and sustainable lifestyle; and

 

WHEREAS, the current selection criteria favors larger service providers who may not effectively assist the most homeless individuals and families; and

 

WHEREAS, the main criteria for selecting organizations to provide services to the homeless should be based upon the service provider's ability to provide maximum results with the least amount of funds; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that the Department of Human Services is urged to apply performance criteria in awarding contracts to organizations that provide services to the homeless; and

 

BE IT FURTHER RESOLVED that the Department of Human Services is urged to consider smaller organizations and give all homeless service providers, regardless of size, an equal share in awarded contracts; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Director of Human Services, and the Mayor of each county.
