HOUSE CONCURRENT RESOLUTION

 

 

requesting the department of accounting and general services in cooperation with the State historic preservation division of the department of land and natural resources to develop and implement a plan to repair and maintain the reflecting pools surrounding the state capitol.

 

 

 


     WHEREAS, the State Capitol is listed on the Hawaii and National Registers of Historic Places; and

 

     WHEREAS, the architecture of the State Capitol reflects the cultural, social, geographic, and historical significance of Hawaii; and

 

     WHEREAS, the reflecting pools surrounding the State Capitol stand for the Pacific Ocean that symbolizes Hawaii's unique geography as an island state; and

 

     WHEREAS, the reflecting pools are in need of repair and maintenance work to prevent its waters from leaking into the underlying chamber level of the State Capitol building and to avoid further damage to offices and corrosion to electrical conduits and air conditioning ducts; and

 

     WHEREAS, the waterproof membrane under the reflecting pools has not been replaced since the State Capitol building was opened on March 16, 1969; and

 

     WHEREAS, the reflecting pools cannot be abandoned or neglected because the State Historic Preservation Division deems them to be a "character-defining element" of the State Capitol; and

 

     WHEREAS, the management of the State Capitol building falls under the jurisdiction of the Department of Accounting and General Services; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that the Department of Accounting and General Services is requested to develop a plan to repair and maintain the reflecting pools surrounding the State Capitol; and

 

     BE IT FURTHER RESOLVED that the State Historic Preservation Division of the Department of Land and Natural Resources is requested to cooperate with the Department of Accounting and General Services in developing the plan; and

 

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services and the State Historic Preservation Division of the Department of Land and Natural Resources are requested to seek any required approvals from the City and County of Honolulu's Department of Planning and Permitting, the National Register of Historic Places, and any other appropriate agency; and

 

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to implement the plan once the required approvals are obtained; and

 

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services and the State Historic Preservation Division of the Department of Land and Natural Resources are each requested to report to the Legislature on their progress no later than twenty days prior to the convening of each regular legislative session until the repair work is complete; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Comptroller, the Chairperson of the Board of Land and Natural Resources, the Administrator of the State Historic Preservation Division of the Department of Land and Natural Resources, the Director of the City and County of Honolulu's Department of Planning and Permitting, the Program Manager of the National Register of Historic Places, and the United States Secretary of the Interior.
