Adopts Uniform Partition of Heirs Property Act.  Establishes procedures and remedies for use in actions for partition of real property involving heirs property (real property held in tenancy in common that meets certain requirements).

Makes permanent the prohibition of private fees for a future transfer of real property.

RELATING TO TAXATION.

Clarifies that the sale, transfer, or exchange of a legal entity's stock, whose assets include realty located in Hawaii, shall be deemed to be a transfer or conveyance of realty that is subject to the conveyance tax when the sale, transfer, or exchange of stock is executed with an unrelated entity or individual.

RELATING TO DISPOSITION OF REMAINS.

Establishes the disposition of remains act.  Determines the priority of the persons who may direct the disposition of a decedent's remains and the arrangements for funeral goods and services; permits funeral establishments, cemeteries, mortuaries, and crematories to rely and act upon written directions from the decedent or persons who have the right of disposition without liability and control the disposition and dispose of a decedent's remains in certain circumstances.

RELATING TO NOTARIES PUBLIC.

Clarifies the information required to be on notary seals, authorizes the attorney general to adjust notary commission and renewal fees, and authorizes other fees related to the regulation of notaries public to be established and adjusted by rules.

RELATING TO TORT LIABILITY IMMUNITY.

Provides immunity from civil liability for trained installers and inspectors of automotive child passenger restraint devices.

RELATING TO CONTRACTORS.

Specifies that general engineering contractors and general building contractors will require further examination and additional fees prior to issuance of additional specialty licenses.

RELATING TO TAXATION.

Requires professional architects, engineers, land surveyors, and landscape architects to present a tax clearance certificate to licensing agency prior to issuance or renewal of the license.

RELATING TO VETERINARY MEDICINE.

Amends section 471-2, HRS, to prohibit the owner of an animal, and the owner's employees, from performing any surgical procedure, including but not limited to surgical birth, ear cropping, tail docking, and debarking on the animal without being licensed as a veterinarian.  Makes intentionally or knowingly performing any surgical procedure, including but not limited to surgical birth, ear cropping, tail docking, and debarking, on a pet animal by any person not licensed as a veterinarian pursuant to section 471-2, HRS, guilty of a class C felony.  Amends section 711-1108.5, HRS, to specify that accepted veterinary practices and cropping or docking as customarily practiced, shall not be considered cruelty to animals in the first degree if performed by a veterinarian licensed under chapter 471, HRS.
