Repeals the uniform maintenance allowance for enlisted personnel of the Hawaii National Guard.  Effective July 1, 2013.

Appropriates funds for the planning, design, and construction of the Nisei Veterans Legacy Center and a Honouliuli Internment Camp Education Center.  Release of appropriation is subject to matching funds.  Allows the value of in-kind donations to be calculated in the matching amount, subject to verification by the director of finance.  Effective July 1, 2050.

Authorizes businesses operating within a research and technology park, in an existing enterprise zone, to receive same benefits available to other businesses in the same enterprise zone.  Authorizes the projects of the Natural Energy Laboratory of Hawaii Authority, conducted within state enterprise zones, to receive the same benefits available to other businesses in the same enterprise zone.

RELATING TO FILM AND DIGITAL MEDIA INDUSTRY DEVELOPMENT.

Extends the motion picture, digital media, and film production income tax credit until 2023.  Increases the credit ceiling to an unspecified amount. Increases, by an unspecified amount, the credit per cent both in counties with a population above or below 700,000.

Authorizes the director of finance to issue general obligation bonds for the construction of the Senior Residence at Piikoi, an affordable senior rental housing project on Oahu.  Effective July 1, 2013.

PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 15, OF THE HAWAII STATE CONSTITUTION TO ALLOW  ELECTRONIC COPIES, AS AN ALTERNATIVE TO PRINTED COPIES, OF A BILL TO BE MADE AVAILABLE FOR MEMBERS OF A HOUSE IN WHICH THE BILL IS BEING VOTED UPON FOR THIRD OR FINAL READING IN FULFILLMENT OF THE FORTY-EIGHT HOUR AVAILABILITY REQUIREMENT.

Allows electronic copies, as an alternative to printed copies, of a bill to be made available for members of a house in which the bill is being voted upon for third or final reading, in fulfillment of the 48-hour availability requirement.

RELATING TO CAMPAIGN SPENDING.

Creates public funding program of candidates for the offices of state senator and state representative.  Exempts the offices of governor, lieutenant governor, state senator, and state representative from the scope of the partial public financing law.  Appropriates funds to the campaign spending commission to prepare for the public financing of elections in 2014.  Effective January 1, 2015.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
