RELATING TO THE OFFICE OF ENVIRONMENTAL QUALITY CONTROL.

Establishes filing fees to help fund operations of the Office of Environmental Quality Control; creates a special fund and authorizes expenditures out of the special fund; and provides for a lag time for collection of fees.

Status

RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM.

Requires the director of health to set the deposit beverage container fee at one cent per container until DOH addresses all of the recommendations of the auditor pursuant to the State of Hawaii Deposit Beverage Container Deposit Special Fund Financial and Program Audit of 2010.

Status

RELATING TO INTEGRATED SOLID WASTE MANAGEMENT.

Increases the size of a deposit glass beverage container from sixty-eight to one hundred twenty-eight fluid ounces.  Adds building materials as a purpose under the glass recovery program.  Adds wine, spirits, and milk and other dairy-derived products to the definition of "deposit beverage".  Increases the size of a deposit beverage container from sixty-eight to one hundred twenty-eight fluid ounces.  Takes effect 1/1/2014.

Status

RELATING TO PESTICIDES.

Requires the Department of Agriculture (DOA) to annually report on restricted use pesticides in the State.  Establishes a system by which concerned neighbors can request reports from pesticide applicators and sets out minimum requirements.  Permits DOA to impose a fee to recover costs of the program.  Effective July 1, 2050.  (HB673 HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number.

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
