Permits a court to dispose of a juvenile case by referring the defendant to a restorative justice program when the court deems it would be in the best interest of the child and the child admits guilt.

Removes time bar on actions to declare existence or nonexistence of father and child relationship for certain proceedings.

Permits an employee to use family leave time to care for a sibling.  Defines "sibling".  Effective July 1, 2013.

PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 3, OF THE CONSTITUTION OF THE STATE OF HAWAII AUTHORIZING THE CHIEF JUSTICE OF THE STATE SUPREME COURT TO APPOINT RETIRED JUDGES TO SERVE AS EMERITUS JUDGES.

Proposes a constitutional amendment authorizing the Chief Justice of the Supreme Court to appoint judges who have retired upon attaining the age of seventy years as emeritus judges, permitting the appointed judges to serve as temporary judges in courts no higher than the court level they reached prior to retirement and for terms not to exceed three months.

PROPOSING AN AMENDMENT TO ARTICLE I OF THE CONSTITUTION OF THE STATE OF HAWAII RELATING TO RIGHTS OF CRIME VICTIMS.

Proposes an amendment to the Constitution of the State of Hawaii guaranteeing that crime victims and their immediate surviving family members have specific rights related to information pertaining to and participation in the criminal justice process.

RELATING TO LABOR.

Establishes rights for domestic workers.  Directs DLIR to report on feasibility of allowing domestic workers to organize for the purposes of collective bargaining.

RELATING TO EMPLOYER UNION HEALTH BENEFITS TRUST FUND CONTRIBUTIONS.

Establishes employer contribution amounts for plan years 2011-2012 and 2012-2013 for Hawaii employer-union health benefits trust fund health benefit plan premiums for the employees of collective bargaining unit (10) and their excluded counterparts. Applies retroactively to 07/01/11. (Proposed SD1)

RELATING TO LABOR.

Increases minimum wage to $8.25 starting 07/01/13, $8.75 starting 07/01/14, and $9.25 starting 07/01/15 and ending 06/30/16. Authorizes the department of labor and industrial relations to adjust the minimum hourly wage thereafter in accord with the consumer priced index. Effective 07/01/13. (Proposed SD1)
