RELATING TO HOSPITAL EMERGENCY COMPASSIONATE CARE FOR SEXUAL ASSAULT VICTIMS.

Establishes a new part in chapter 321, Hawaii Revised Statutes, to ensure that female sexual assault victims are provided with medically and factually accurate and unbiased information about and access to emergency contraception when receiving emergency medical care at Hawaii's hospitals.  (HB411 HD2)

RELATING TO EVIDENCE.

Makes permanent the limited news media privilege against the compelled disclosure of sources and unpublished sources.  Expands the exceptions to claiming the privilege.  Clarifies that only persons who validly invoke the privilege will be shielded from fines or imprisonment.  Effective June 29, 2013.  (HB622 HD1)

RELATING TO ELECTIONS.

Requires the chief election officer to establish procedures to select a letter of the alphabet by lot and arrange candidate names on ballots in alphabetical order of the last names, beginning with the randomly selected letter.  Applies to elections in the next two year election cycle following effective date.

RELATING TO ELECTIONS.

Requires absentee voters to affirm by signature that the ballot was completed without influence from others.  Requires absentee ballots to include information regarding election fraud, voter fraud, and related penalties.  Prohibits employers, unions, and candidates or their agents from assisting voters with completing absentee ballots.  Subjects special elections by mail to the same voter assistance prohibitions as for absentee ballots.  Effective July 1, 2030.  (HB1027 HD2)

RELATING TO COASTAL AREAS.

Deletes the "one-gallon per person per day" exception to the prohibition against the removal of sand and other beach or marine deposits, except for materials inadvertently taken, and creates an exemption for public emergencies and traditional cultural practices.  Ensures public lateral access along the shoreline by extending for two years the requirement that landowners remove human-induced, enhanced, or unmaintained vegetation interfering with such access and also extending DLNR's enforcement duty to maintain such access.  Extends the sunset date of Act 160, SLH 2010.  Clarifies that Act 160, SLH 2010 does not alter or modify any agreement of the DLNR existing or executed on the effective date of Act 160.  Effective 6/29/13.  (SD1)

RELATING TO FERAL BIRDS.

Creates feeding of feral birds as a nuisance, which the director of health is authorized to examine and order to be abated, of health is authorized to examine and order to be abated, destroyed, removed, or prevented. Allows the public to report a nuisance to the department of health. (Proposed SD1)
