RELATING TO THE PENAL CODE.

Imposes a mandatory sentence of one year of imprisonment on a defendant convicted of cruelty to animals in the second degree involving five or more pet animals in any one instance.

RELATING TO PARENTAL RIGHTS.

Prohibits family courts from awarding a natural parent custody of or visitation with a child if the natural parent has been convicted of rape or sexual assault and the child was conceived as a result of that offense.  Authorizes the family courts to terminate parental rights, with respect to a child, of a convicted natural parent who has been convicted of rape or sexual assault and the child was conceived as a result of the rape or sexual assault.  (SD1)

RELATING TO INTOXICATING LIQUORS IN PUBLIC HOUSING.

Prohibits possessing open liquor containers in the common areas in public housing projects.  Adds "state low-income housing project" to the definition of public housing project for purposes of liquor control.  Effective July 1, 2030.  (SB88 HD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.  Those wishing to provide oral testimony will be limited to two minutes.  Those who previously submitted testimony for the above measures from the cancelled Friday, March 22, 2013 at 2:00 p.m. Agenda do not need re-submit the same testimony.

 

Submit testimony in ONE of the following ways:

PAPER:  3 copies (including an original) to Room 438 in the State Capitol;

FAX:       For testimony less than 5 pages in length, transmit to 808-586-8504 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or

WEB:     For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.

 

Testimony submitted will be placed on the legislative website after the hearing adjourns.  This public posting of testimony on the website should be considered when including personal information in your testimony.
